I think you might have missed a step in deployment. Try this, go into the toolkit and choose save changes with next restart on the disk protection. Next, go into your user restrictions and unlock the profile. Now, log off and log into the user profile. After completing log in, log off again, use ctl+alt+del to enter your admin account, now go back to your user restrictions and lock the profile. Apply the changes and then restart.
