I'm not sure exactly what your question is.
If your question is: Why are these unapproved updates showing as "Needed"?
If so, the answer is because, by default, all synchronized updates are detectable in WSUS 3.0. As soon as you installed Office 2007 on the new computer, it detected the availability of all Office 2007 updates during its next detection event.
As for the superceded Office 2007 updates, you should consider marking them as declined. It's quite likely that you will never installed them. As for the others, marked "Not Approved", you should approve them.
If your question is: Why are they "Not Approved", after you set an Automatic Approval rule -- the rule only applies to newly synchronized updates, unless (in WSUS 3.0 only), you have actually RUN the rule against the existing updates to change their status. You probably need to run the rule against the existing updates.
