Cannot connect to WSUS on default website

If I install WSUS 3 to the default website the installation is
successful but when the configuration wizard should run I get the
error
"An Error occurred when communicating with the server and this wizard
must be closed. You may restart the WSUS Server Configuration Wizard
from the options page in the WSUS 3.0 console".
I can start the console but when I try to add the server I get the
error
"Cannot connect. The server may be using another port or different
Secure Sockets Layer setting"
If I use the option to create a new website everything works as it
should except that it is on port 8530.
I have tried reinstalling WSUS, reinstalling dot net, restarting IIS
and restarting the server but it only works when installed to its own
web site. In both cases the file and virtual directory permissions
seem to be identical.
Can anyone suggest a solution or troubleshooting steps.

I think the key here is "Secure Sockets Layer". Do you have SSL-enabled
resources on the Default Web Site? If so, you'll need to ensure that the
WSUS resources in the DWS are properly configured to use/not use SSL, as is
required. See the WSUS Deployment Guide for specific SSL requirements for
WSUS.

Which would, by default, have *no* SSL enabled.

SSL was not enabled on the default website. I enabled it and then
reinstalled WSUS but that made no difference.
