WSUS 3.0 MS Server Sync Failure

I am having problems syncing with the MS servers. WSUS 3.0 only successfully
syncs 1 every 10 times. I am not connecting through a proxy server and it
had been working before I upgraded to WSUS 3.0.

Has anyone else had any errors like this.

Error Details:
WebException: Unable to connect to the remote server --->
System.Net.Sockets.SocketException: No connection could be made because the
target machine actively refused it

Well, you may not have a proxy server, but it looks like something thinks
it's a proxy server...

and it's that "something" that's denying access.

Either that, or, since synchronization requires SSL, there might be
something messed up in your SSL. Have you installed the Root Certificates
Update on the WSUS Server?

And you're positive that you had *no* proxy configuration in your WSUS 2.0
server???

It seems as though a a change in a downstream firewall was the culprit. Once
that got opened up the syncs starting working.
