Steve, if your intent is to migrate a WSUS 2.0 server to WSUS 3.0 on a new system, my best suggestion would be to: [a] Migrate WSUS 2.0 to WSUS 2.0 on a new server. [b] Upgrade in-place from WSUS 2.0 to WSUS 3.0 on the new server.
