WSUS and Office Update

Hi guys.... super newbie has few questions.

I've had, and continue to have issues with WSUS 2 refusing to update/
patch Office 2003 in my domain. I've searched numerous forums and
figured that it is a limitation (or a flaw) in WSUS 2 that it wouldn't
update/patch Office products unless it meets its specific conditions.
All my Office updates are downloaded and marked "Install" but it
wouldn't actually install them since all my XP clients report back
that they are "Not needed." Interestingly, update for Outlook 2003
Junk Email Filter appear to get installed fine. (What the...??)

With that said, I have two approaches I hope I can use to mitigate
this shortcoming, and would like to ask for your technical insights.
1) WSUS 3. Has Microsoft fixed this issue with WSUS 3?
2) Do you think manually changing the record in the MSDE using a
product like MSDE Query would do the trick? The actual update files
are already downloaded and indexed in the repository. I'm wondering
if I change the update status from"Not needed" to "Needed" would force
WSUS to push updates to client for install.

I really need to figure out how I can push those Office updates to all
of my client PCs. :-(

A couple of questions with respect to How you have Office installed;

1) Is office installed "Per User"?
2) was office installed from an Admin image?

Thanks for your response, Cecil. To be honest, I'm not sure how the
Office was installed. I took over the job from my predecessor, and
didn't get too much info as to how the Office was first installed. I
do know, however, that we are using an Enterprise license and using
Ghost to image the PCs.

Is there anyway to find out those info (whether the Office was
installed "Per User" and was from an AIP) from registry?
