EULA Failing to Download

There are multiple updates with this problem. The particular one I'm working
with is Windows XP SP2.

When I click on the update and select approve for install; I get the window
that says it's requesting the MS Software License Term Acceptance. The
result returns the error: "Unable to display the MS license terms for this
update; the update will not be approved"

I need to be able to push out this and other updates, any ideas on how to
fix the problem?

First, find out if it's only the EULAs that didn't download, or if other
update content is being affected as well.

The EULAs (TXT files) should have downloaded with the metadata during
synchronization.

Have you been able to sucessfully approve and deploy updates that do not
require EULA acceptance? If so, try running 'wsusutil reset' to see if the
server can obtain the missing TXT files.

If not, then the issue is with downloading, in general, and not with the
EULA files.
