Jason,
I am not sure how your installation get screwed up like this. Apparently your WSUS 2.0 sp1 is not uninstalled completely, while WSUS 3.0 seems to be installe partially..Did you recently upgrade your OS or something ?
You may need to copy logs for each failed scenario (e.g., upgrade log or uninstall log) to help trouble shoot.
