We recently upgraded to WSUS 3 from WSUS 2. One of the items that's been a
little confusing for me is that when you look at needed/failed report it is
showing itmes that have yet to be approved as not installed and needed.

With WSUS 2 you didn't see it as needed until the update was approved. Do I
have a setting incorrect, or is this something that is "by design?"

We're running Server2003 SP1.

This is by design. The "Approve for Detect" is now on by default, and can't
be turned off. SO what you are seeing are all of the updates that the
client is reporting that it needs, whether it is approved or not.

So right away you know what updates are applicable to your clients without
any further action on your part.
