The *Best* option is to replicate your WSUS 2.0 server to the new hardware (however you wish to do this, there are several ways), and then do a WSUS 3.0 upgrade in place.
Or, the flip-flop. Upgrade your WSUS 2.0 to WSUS 3.0 on the old hardware. Replicate the WSUS 3.0 server to the new hardware (installing a WSUS 3.0 replica server is the easiest way to do this), and then convert the WSUS 3.0 replica back to an autonomous server, and reconfigure it to sync with microsoft.com

You cannot sync a WSUS 3 replica from a WSUS 2 master, anyway.
