It would likely be much more successful if you posted your GPO here, and we'll tell you what's incorrect about it, or that it's all correct.
Beyond that, the contents of the GPO are but one of a dozen reasons your clients might not be checking in. The best diagnostic for this symptom is to run the Client Diagnostic Tool on one of those not-checking-in clients, and post the results here for analysis.

No longer an issue on WSUS 3.0 -- so those scripts won't be of any use in your situation, regardless of what it might be.
