Yes. The replica server doesn't care what is or is not a member of the domain.
HOWEVER -- The replica server *DOES* need access to a functioning DNS server in order to properly resolve the hostname of the upstream server to the correct IP Address.
Beyond that, you'll need to explain in much greater detail what you mean by "..have problem syncing with the Upstream server..", because there's about a dozen different reasons for this type of issue, and none of them have anything to do with Active Directory, domain membership, or even DNS!
