Have a look in WindowsUpdate.log in Directory %windir%. Do you have updates approved for installation? W2K must have install SP4 + XP must have installed SP1 minimum. The WU-Client comes with the OS. You can force connecting from the client to WSUS: wuauclt /detectnow and/or wuauclt /reportnow.

You can test from a client: http://WSUS-SERVER/selfupdate/wuident.cab and/or http://WSUS-SERVER:8530/selfupdate/wuident.cab Comes the Download dialog?
