I can't say how big your deployment is but it seems you are not using AD Group Policy to assign the WSUS parms to the clients.
As for the approvals, I just stood up a new WSUS installation for one of our companies last week and for a two WSUS server install providing service to 2300 clients the whole thing took me three hours. I really would not worry about existing approvals unless you have a very intricate level of certian computers that can not receive certian updates.
Group Policy is your friend.
