WSUS 3.0 hangs on file download

I have an isolated network where I export WSUS updates from a connected
network and import the database and copy changed files on to the isolated
network. This system worked flawlessly for a couple of years on WSUS 2.0.
However, for this month's updates WSUS is still trying to download one update
that does not exist on the connected machine and I have tried adding more
products and classifications with no luck in obtaining the missing file.

My question is how do I obtain a file \content\47\2FA3948*.psf

First, 'psf' files are part of the Express Installation Files library.
Do you have EIF enabled on the WSUS 3.0 server?
Did you have EIF enabled on the WSUS 2.0 server at the time of the upgrade?
Have you ever had EIF enabled on the WSUS 2.0 server?

Second, since you have the pathname... does the file physically exist on
your upstream server? I'm guessing not, or you'd not be asking "how to
obtain the file". :-)

Actually, you said.. "..does not exist on the connected machine...". Ergo,
your upstream server is missing file content.

Try running 'wsusutil reset' to see if you can re-download the missing
content.

No to all 3 questions but will install later today.

The file that I was looking for is not the complete problem. Since my
original posting I have removed V 3.0 and reinstalled V2.0 and completely
reinstalled the database from backups that were known to work before the
upgrade to WSUS 3.0. Even with wsusutil /reset WSUS still hangs on various
files which appear to be a random selection.

One set of errors from Bitsadmin /list /allusers is follows:
BITSADMIN version 2.0 [ 6.6.3790.1830 ]
