The file that I was looking for is not the complete problem. Since my original posting I have removed V 3.0 and reinstalled V2.0 and completely reinstalled the database from backups that were known to work before the upgrade to WSUS 3.0. Even with wsusutil /reset WSUS still hangs on various files which appear to be a random selection.
One set of errors from Bitsadmin /list /allusers is follows: BITSADMIN version 2.0 [ 6.6.3790.1830 ]

If I run bitsadmin /reset /allusers the errors will be different files, even though the files are there and the database was recreated from a known good update.
