From http://perso.orange.fr/doc.jm/WU5-ERR.htm
0x8007f076 STATUS SP VERSION LESSER Setup has detected that the version of the Service Pack installed on your system is lower than what is necessary to apply this hotfix. At minimum, you must have Service Pack installed.
My guess would be that your Windows Server doesn't have Service Pack 1installed yet, or that you've not installed the .NET Framework v2.0 yet, so I'll go back that you've forced the installation of .NET Framework v2.0 on Windows Server 2003 RTM and the FW v3 won't install on an RTM machine.
On the other hand, if this is actually the =WSUS3= server you're getting the error on, then we all know that server *must* have Service Pack 1 and .NET Framework v2.0 -- so that would indicate yet some other possibility. (Assuming the error code is an accurate reflection of the actual issue.)
Either way, it does also suggest a detection flaw in the .NET Framework v3.0 metadata, since an *uninstallable* update should have never been successfully downloaded -- although it easily would have been reported as "Needed".
