I am trying to update a bunch of computers on a network not connected to the internet. I followed the steps described in the deployment guide - making sure both servers (the one on the "inside" and the one that is connected to the internet) hae the same products and languages selected, and using express downloads. Exporting the contect folder to removable media, and importing it on the "inside" computer. Exporting the metadata using the wsusutil, and importing it on the "inside" computer as well. It took me the better part of two days, and now most things seem working, but I still have several updates that require the "Microsoft License Terms" for approval - weren't they supposed to have come in with the metadata? Am I missing something? What should I do in order to property install the W2K3 SP2 for example? Can I just dl those license terms and import them to my inside computer?

Yes, they were, but for reasons we don't know.. sometimes they don't.

Other than the EULA files.. nope.

No.. but you can run 'wsusutil reset', which should trigger the queuing of a new download request and obtain those missing EULA files.

Noam, just a question since I'm deploying WSUS in the same scenario. If you take a look at the dashboard of the disconnected WSUS server do you have any updates asking for files?

Yes, I do -
At first I had several updates already "downloaded" in my disconnected network, and they were successfully installed on my test machines. I still had that problem with the licenses being unavailable to several other updates.
I then did the whole process again - copying the entire contect folder of the internet-connected server, and exporting the metadata using the wsusutil, and putting it back on the disconnected server.
Now all of my updates are in "downloading" status. I tried running reset at various times (after both the content and metadata files are in place, of course), but there was no change. I tried it two more times - overwriting the contect folder, and re-importing the cab file. Maybe a clean re-install of the disconnected wsus is what I need...
As a general rule I approved all needed updates, and disapproved all un-needed updates, after declining all expired and superceded updates - is this reasonable?
And another question - is there an easy way to "turn off" the server? Maybe just in the IIS? And maybe also a way to initiate a client update check/download?
