Yes, this behavior is by design, and it can cause many issue with domain controllers and is why it is not recommended to multi-home domain controllers; it can be done, but requires extra configuration. From you description, it sounds like you have both IP adddresses on the same NIC, which presents another problem, (Unless the subnet mask is 255.255.252.0) which would put both IP address in the same subnet. Unless you have defined the mask as noted you have to make sure that ONLY one of these IP addresses gets published in DNS.
