DNS config for site DC

I am setting up a new location(B) which will house its own 2003 DC. I setup
the server and ran DCPROMO at the HQ site(A). THe two sites have the same
domain name.I plan to move this DC to site B, which is connected to site A
through a VPN.
How should I configure DNS? should I configure at site A prior to the move?
If so what if any changes should I make when I bring the DC up at siteB?
If I should install DNS at site B, should I do a standard install?

This is a strange choice of words, "The two sites have the same domain
name", does that mean the DCs are replicas in the same domain?

DNS should be dynamic, so all you really need to do is make sure the DC is
configured to use one of the DCs for DNS. (Two would be better)

You mean other that giving it an IP in siteB's subnet?

If the DCs are using zones stored in Active Directory (AD integrated), the
zone will replicate, to every DC in the domain, so all you need to do is
install DNS and let replication do the rest.

You will need to configure Active Directory Sites & Services with each of
the sites and subnets, and appropriate site links. See Help in Active
Directory Sites and Services.

Right, DNS will be integrated with AD. my question is, should I configure
this prior to the move, or should I create the DNS server at site B

You need to go ahead and install DNS on the DC. There is really nothing to
configure with DNS, other than installing it and configuring TCP/IP
Properties with the available DNS servers.
When you install DNS on a DC, the AD zones will replicate to it.
