Well, kind of, yes, with a secondary zone, that is if the owner of that DNS server will allow you to create a secondary. If not, there are other solutions. If this is Windows 2003, you can create a conditional forwarder just for your zone name to get forwarded to that specific DNS server for resolution. As long as recursion is enabled on their DNS, a forwarder will do the trick.
