Quite a unique and strange setup you have there Patrick. May I ask why you would only run DHCP and DNS on a W2K3 server and not AD? It would seem a waste of a server to use it only for DNS and DHCP. And visa versa. A server used for only AD. My suggestion would be to make just one server the DC and run DNS and DHCP. Or make them both DC's. One as the main DC holding all FSMO roles, DHCP and DNS and then second one as a backup DC and your secondary DNS server.
