I don't think "redirect" is the term you are looking for. If you own "domain.com", you will either need to have a company be authoritative for that domain, or you will have to have a server on the internet with a static, public IP address.
In either of these two scenarios, you would want to create an DNS A record for "pop" which you would point to the IP address of your choice.
