99% of the time this is caused by incorrectly using your ISP or other external DNS server IP in TCP/IP. You must use only the internal DNS server's IP, usually the DC's, address for DNS, in TCP/IP on all members of an Active Directory domain. The other 1% of the time is split up among various reasons, including DC being unable to register its addresses and services in DNS because of an incorrect Primary DNS suffix, Single-label DNS domain name or DHCP Client service not running. I have also had some cases when the user didn't know what the _msdcs.<ForestRootDomain> was for in DNS and deleted it.
The installation CD for Win2k and later OS's has a set of tools you can install to diagnose many issues. One tool is Netdiag which can diagnose many network and DNS problems. I recommend installing these tools on every DC and Member Client. The Netdiag tool is OS dependant, so install the tools from the original CD, and download updated tools from Microsoft.
