Can someone point me to an article from Microsoft that will tell me if a
server is running Microsoft DNS should it point to itself as it's primary DNS
server, or another DNS server as it's primary in network settings?

There is no definitive answer. In some cases itself is best, in others
you may prefer to put it as alternate.

I'm sorry I can't point you to where I read this but my understanding is as
follows:

1: In Windows 2000 DNS it was "best practice" to point the primary DNS
server to a different DC to prevent a DNS island condition from happening
(http://support.microsoft.com/kb/275278)

2: In Windows 2003 AD this condition has been fixed up and it is now
considered "best practice" to point the DC to itself first, then to the PDC
emulator second.

This assumes that each DC is also a DNS server.

To answer to your question,
Microsoft DNS server/ DC Domain Controller needs to Point itself as
Primary DNS server, since Active Directory 2003 is Multimaster
Replication Model, and All domain controllers are equal, except FSMO.

Since all Domain Controllers have the right and write copy of active
directory dataBase, NTDS.DIT, you will need to point the DC/DNS
active direcotry DNS, to itself

you will configure secondary DNS and if you have the third one on the
if you have them.
Internet name resolution is being done, either on forwarder , your ISP
DNS servers or out the BOX, root hints in windows 2003
