DNS novice here, who is trying to gain more insight.

I have 3 AD integrated wk23 DNS servers.
Replication appears to be working (they all have the same serial number),
but the modified date on the netlogon.dns file on all 3 servers is different.

Is that a problem?

Shouldn't be. I wouldn't even worry about checking that unless
there was some existing problem.

Get in the habit of running "DCDiag /c" on EACH DC, sending the
output to a text file, and searching for FAIL or WARN messages.

No problem, the netlogon.dns file is updated when the Netlogon service
starts, it is normal for the netlogon.dns file to have a modified time
within the few minutes after the last time the server was rebooted. If you
are maintaining the recommendation that at least one DC with DNS be running
at all times, you should expect the times to all be different.
