Not really -- there are really two different kinds of dynamic DNS in practice.
Those that are built-into Windows and require "AD Integrated Secure Updates ONLY" to be secure and those run by Internet Dynamic DNS Services which use special software and passwords (instead of domain machine accoun t authentication) to be secure.

For domain machines you COULD in THEORY setup these machines of the Internet to register dynamically (and securely) with a DC.
Most of the time you would solve such problems by using a commerical (or free but public) Dynamic DNS company, i.e., dyndns.com or something similar.
