DS Bind errors are usually based on either incorrect credentials, or it can't find the DS (AD in this case). If it can't find it, it would usually indicate using the wrong DNS servers that don't have the AD zone data.
But this is conjecture since we do not know your DCs' configuration. To better help, to start off with, can you provide an unedited ipconfig /all of the four DCs? First thing that comes to mind is your DCs (and possibly workstations too) are using your ISP's DNS address in their IP properties.
