When System Builders buy OEM Office licenses now, they get media-less packages. The reasoning being that they should already have the disks from their pre-instalation kit. Since you ordered Small Business Edition, they should have installed BCM for you. I would get on their case and have them come and install the missing software. Also, with your hardware, you should have received a DVD case for Office with the license in it. There should be info in there on how to order the media.
In the meantime, you could try downloading the trial here: http://trial.trymicrosoftoffice.com/trialcanada/product.aspx?re_ms=oo&family=officepro&culture=en-CA BCM is usually a separate install (not sure about the trial), so you may be able to get it installed that way without installing Pro.
