Transcribing a recording

a friend told me there is some sort of voice recognition mechanism in the
recording part of one note that will transcribe a recording. Is this true?

OneNote cannot make transcriptions of recordings, however, it is able to
search for words within recordings. To enable this feature, go to
Tools->Options->Audoo and Video, and check the checkbox at the bottom.
Note that audio indexing is a CPU intensive process, so OneNote will
need to run for some time while the indexing is being done.
