From what I've read on the Microsoft site, I can run \\server\share\setup.exe /admin to customize. But those cutomizations won't be noticed if installed as a published install. But I can't see anything about scripting Outlook Profiles in the xml config files.

The download can cause the OCT to be available in retail versions, but the results of using that unsupported configuration may be unexpected. However, as you mentioned, the .MSP files created by the Office Customization Tool aren't supported in a GPO install, and the config.xml files have fairly narrow choices of features.
