Quotation Marks In Vista Word

When trying to use quotation marks the first one is always at the bottom of
the word then the word and the other mark is fine. Why???? Help please. It is
for daughters homework. Thanks,

The "Set Language" of the document is German (probably) instead of US
English or UK English or whatever.

I wasn't referring to the language of the text but the language formatting
applied to the text. Select the text and click on the Review tab. Locate the
Proofing group and click Set Language. You will likely find that the
language applied to the problem text is *not* English.
