If this error message shows up when you try to create an offline db, one possbility is that there is no sql server, or the sql server is not running correctly on the client computer (from where you connect to the shared db). There can be other issues, including having not enough space on your client machine to create a large size offline db. If this error messages when you already have an existing offline db and just when you try to go offline, you may want to drop the offline db and re-create it by enabling offline again. It may be that the offline db is corrupted.
