I have MS Home and Student Office 2007 installed. I thought that Publisher
was a part of Office. I can't find it. Why?

Well...that's because that version does not come with Publisher. This link

There are several programs that are port of Office but don't come with the
HSE. If you read the package, it will tell you which programs you are
getting.
