Hi,
If "the dialog box" is a contact form, then you can customize it in two ways: you can customize its Ribbon UI and/or you can embed a custom .NET form into the Contact Inspector window. The latter functionslity is provided by Add-in Express 2007 for .NET and Add-in Express 2007 for VSTO. See the second screenshot at http://www.add-in-express.com/outlook-extension/index.php. This is an animated GIF, so please give it a chance to show an Inspector window. It's a mail message Inspector, however this approach works also with contact, task, appointment etc Inspectors.
