I have a Microsoft Word 2003 document that is an odd # of pages.
I need to duplex on hole punch paper, stapled, multiple copies.
Issue: Page 1 of the consecutive sets of copies prints on the last page of
the set before it. (i.e., page 1 prints on the back of page 17).

The easy way around this is to add a blank page at the end. Naturally, this
won't work if you're using Page X of Y numbering, but you could still use
SectionPages instead of NumPages for the Y if the entire document is a
single section; just create the blank page using a Next Page section break
instead of a page break (and omit the page number on the blank page).
