sync window does not pop up when i click on it on the shortcut icon or in
the menu.

when i plug my usb stick which has on files, on does sync but i can see the
progress.

Do you have the files stored on the stick only and opened them from
there?
Or do you use *locally* stored files?
If the latter, the ON-synching will not be operable.
Only files opened from the stick will be synchronized with the OneNote
cache.

the files are on usb stick.
sync works but the progress is nto shown.
On is simply not functioning properly

Does the synching finish properly?
Is the icon on the notebook title changing to green?

In case the data on the target computer have been properly synched to
the stick, close the notebooks, empty the cache and then open the
notebooks again from the stick.

When all notebooks are closed, "Tools > Options > Save > Optimize"
should do.
To make sure everything has gone one can instead/in addition delete the
cache-file(s) in
%LOCALAPPDA%\Microsoft\OneNote\12.0\
The sub-folders are recreated automatically.
