Yes, hardly anything easier than that. Just right-click at the proper position of a page and select "Create Hyperlink ..." Then paste the hyperlink to the wanted place.
This also works pretty fine with "shortcuts/links" (on the desktop and/or in the programs' menus). F.e.: I have a link on my desktop for the page(s) with our university's telephone-register [PDF printed to ON]). So it's just one click on the icon on the desktop to open the page with the phone numbers. And due to ON's great OCR feature I can then easily search for the wanted person.
