We are a service company that sells consultants on Time & Materials and Fixed
Price contracts. I would like to treat the 'products' section of the
Opportunity as a mini gantt chart to track which consultants will be assigned
to the project, including start date, end date, billing rate, and
utilization...

first, are there any products on the market today that extend the
functionality of BCM to include this kind of feature?

Second, if there's no COTS solution, what would be the resource to figure
out how to do this? (I'm pretty comfortable w/ VBA, but I tried to edit the
form, and it's only basic field picker functionality that's provided)

You may be able to build a custom chart using Access or Excel. It can
access the Opportunity's product data and history directly from the
BCM database.
