Hi Anthony. I had the same problem. I wanted to make templates of medical charts for a medical office. Here is how I solved it. First open a new notebook. Then add the sections you want. Then create pages set up the way you want . Then save it as a onenote file package in the following folder - Program Files - Microsoft Office - Templates - 1033 - OneNote - 12 - Notebook Templates. Then when you openb a new notebook, look down the list of templates and it should be on that list. Try it and let me know.
