You need to perform Optical Character Recognition -- OCR software usually comes with your scanner. (There's also one built in to Office.) It might turn out to be easier to just retype the whole thing. You can however type *over* it if you insert it as a full page background image in Word. Frankly the effort of getting it all to line up (using tables) for a one-off is not worth the trouble.
