I have scaned a copy of my propsal to microsoft word 2003 and cannot type
words into the empty spaces providied on my proposals

When you scanned it, you turned it into a graphic. You need to perform
Optical Character Recognition -- OCR software usually comes with your
scanner. (There's also one built in to Office.)

It might turn out to be easier to just retype the whole thing.

The short answer is that you can't. You can however type *over* it if you
insert it as a full page background image in Word. Frankly the effort of
getting it all to line up (using tables) for a one-off is not worth the
trouble. Use a pen or a typewriter.
