Why does outlook remain active after closing ?

After closing outlook and I try to reopen nothing happens. I looked at trask
manager and outlook is still runinng old instance and now the new one which
did ot open. So there are 3 files in task manager 2 which are 3K + in size
and one large one 40-50 K. Any Idea how I can stop this from occuring. The
only fix I have found to to end each outlook process in task manager.
Package is MS Office Ulimate 2007.

Sometimes this happens because another process needs to connect to the
Outlook store, like ActiveSync when your phone is cradled.
