Allow words to be tagged

Rather than just tagging an entire line, allow tagging of a group of one or
more words - with appropriate highlighting on selection of the tag.

Likewise, the availability of comments, as the rest of Office has, would be
valuable.

to us. We are evaluating many ideas for the next release and this is one we
will be considering as we start planning for the next release of OneNote.
