Error Message - Could not initialise CLR The parameter is incorrec

Could anyone help me with this error prompt please?

I have uninstalled Outlook 2003 with Business Contact Manager and have
reinstalled it. I have got Outlook working but every time I try to activate
Business Contact Manager it gives me this error prompt.

What can I do?

Try removing .NET 2 and then re-run BCM setup to reinstall .NET 2.
