Pen changes to scroll cursor during handwriting writing with pen

I have Fujitsu Table T4210 with One Note 2007 on Vista Business.
While I am taking the notes with my pen, the cursor randomly changes to the
scrolling cursor. You can usually see scrolling cursor when you click on your
mouse wheel. This happens after I write for a couple seconds. This problem is
very pretty consistent. It is very annoyting that movable cursor stops me
from taking my handwrting notes.

Is there a fix for this problem?
I've tried using MS Journal for the handwriting on my table PC, but I can't
duplicate the same problem.

I've tried installing the latest "Pennable" driver from WACOM, but it did
not seem to help.

What if you go to Tools | Options | Pen and uncheck the "Automatically
switch between Pen and Selection Tool" box?

I have this option unchecked. There is no difference.
