Breaking a table between two pages

Why does Microsoft Word put an extra paragraph return before a table on a
second page after a forced page break (CTRL+ENTER)? I'm working on training
scripts that utilize tables to keep the visual content/direction and script
content together through the document. When I start a new "idea" I want it
to start on a new page so I use (CTRL+ENTER) to force a new page. This
inserts a paragraph mark (I work with paragraphs returns showing) at the top
of the new page before the table. Any thoughts on how to eliminate this?

You can instead use the "Page break before" property applied to the top
table row. Note that this will not break the table, so any repeating heading
rows will repeat.
