Converting old files to work in Word 2003

I have many Word files created before 1991. Word 2003 won't open them. It
gives me the following message: "You are attempting to open a file created in
an earlier version of Microsoft Office. This file type is blocked from
opening in this version by your registry policy setting."

How can I change the registry policy setting, or alternatively convert the
old files so that they are available in Word 2003?
