I haven't come across o2007pia.msi before. It makes sense that BCM needs PIA DLLs to interface with Office, but I would expect BCM to install the DLLs itself, or for the Office Setup to have already installed them. Have you tried running Outlook, before installing BCM. Perhaps the Outlook still has pending components it needs to install during its first user.
If you can find that file, o2007pia.msi, try right-clicking on it and installing it, before running BCM's setup.
As an alternate strategy, try copying the BCM setup folder, the one with setup.exe, and its subfolders to your harddisk, and then running setup again.
