How do I open the Cached ON Section on Laptop?

I have created a new Synchronized Notebook on a Sharepoint Shared Documents
Site and can open the file as long as the LAN/WAN connection is accessible.
However, if I am disconnected from the network and want to open the local
copy on my laptop, how is that done? I cannot find the file when I go to
File...Open...Notebook.

This only is a problem when the Notebook has been closed. If it is still
open on the left side of the screen, everything seems to work OK.

Don't close the notebook. OneNote notebooks are designed to be kept
open.
If a notebook isn't opened, it isn't being cached.
