outlook 2003 with BCM does not put BCM on Outlook Menu bar

My ultimate goal was to install MS Office Accounting Professional 2007 with
Office 2003 Professional integrating BCM to Outlook 2003 against the Office
Accounting database.

I Installed in this order:
Office Accounting Pro 2007
Office Professional 2003
Outlook 2003 with Business Contact Manager

Everything installed wtihout an error but I was not prompted for a database
to attach.. BCM shows up in Add/Remove Programs and there is a BCM program
group with two entries for help and a tour. From what I have read on the
support site there should be a "enable BCM" entry as well. I even tried
unistalling and re-installing "Outlook 2003 with Business Contact Manager".

I would appreciate any help.

Open outlook > goto help menu on tool bar > check for disabled items
BCM my be disabled

I am not sure I understand exactly what your issue is. If you are saying
that you have an earlier database but BCM is not seeing it then:

left click "Business Contact Manager" on main tool bar
then "database tools"
then "select or create database"
then under "select an existing database" navigate to database location
