You do NOT give users permissions to the keys in the HKLM hive. The whole point of it, is that it's a machine hive, it's NOT a user hive! With advice like this, it's no wonder people get hit by SpyWare on Windows. This is a design flaw in Office 2007. They don't even cover the steps correctly for Windows Vista. And while Microsoft may not live up to 110% of the advice it gives to others, I find them pretty good. If you are particularly worried, you could always, give permission, accept the EULA and then lock it down again.
